
Attached is the Texas State Independent Living Plan (SPIL) for fiscal years 2008-2010, including the SPIL pre-print and required attachments developed by the State Independent Living Council and the Department of Assistive and Rehabilitative Services, Divisions of Rehabilitation Services and Blind Services.
The SPIL pre-print is signed by the Chair of the State Independent Living Council, the Assistant Commissioner of DARS Division for Blind Services and the Assistant Commissioner of DARS Division for Rehabilitation Services. The effective date for these materials is October 1, 2007.
This SPIL has been sent to the Governor’s Office for State clearinghouse review. Comments on the Plan received from the Governor’s Office will be forwarded upon receipt.
The SPIL reflects a philosophy of consumer-control, peer support, self-help, self-determination, equal access and individual and systems advocacy to promote leadership, empowerment, independence and productivity of people with disabilities.
It was developed with the participation and input from people with disabilities and organizations representing them.
