Marc Gold has graduate degrees from Emory University and Columbia University in psychopharmacology and neuropsychology. Mr. Gold has over twenty-two years of state governmental experience in the field of Long Term Services and Supports. He is currently the Director of Texas' Olmstead response, which is called the Promoting Independence Initiative as mandated by Senate Bill 367 (77th Legislative Session, Regular, 2001) and two Governor's Executive Orders (GWB 99-2 and RP-13). In this position at that Department of Aging and Disability Services (DADS), he oversees the state's comprehensive response to the 1999 Supreme Court ruling including the 'Money Follows the Person" program. In addition, Mr. Gold is directing Texas' Centers for Medicare and Medicaid Services' "Money Follows the Person" demonstration.
Prior to his current position, Mr. Gold was the Director of TX' Medicaid Long Term Care Policy Section within the Medicaid/CHIP Division at the Health and Human Services Commission. Mr. Gold's duties and responsibilities included: the overview of all Medicaid Long Term Care policy for individuals who are aging and/or have cognitive/physical/behavioral disabilities.
From 1992-2004, Mr. Gold was Director of the Long Term Care Policy Section at the then-Department of Human Services (DHS). In that capacity, Mr. Gold was responsible for the policy/regulations for both institutional and community-based services including: nursing facilities, assisted living facilities, licensure for intermediate care facilities for persons with mental retardation (ICFs/MR), home and community support services agencies (HCSSAs), adult day care, and hospice, as well as program operations for the Alzheimer's program and Rehabilitative Services.
Mr. Gold currently is appointed to the (TX) Governor's Commission for Persons with Disabilities, the State Independent Living Council, and is vice-chair of the Texas Interagency Homeless Council.
